odd discussion. Arran is very driven to get something that he's suggested agreed. the objections are not the obvious ones about state recognition and normalisation, but about physical security.
just talked with Arran (since can't MSN): had to dissuade him from vetoing everything else as pay-back for the embassy thing. seems unable to think of ways to address the critiques offered. not that anyone else came up with anything either.
